An area of moisture will surge out of the Gulf of Mexico ahead of a cold front today and overnight tonight, bringing periods of heavy rain and potential flash flooding. Patchy fog expected before 10 am with highs in the mid 60s and winds out of the south south east, 5 to 10 mph, gusting to 20 mph. Rainfall should arrive between noon and 5 pm and be heavy at times with rainfall accumulations between a quarter and half an inch before 6 pm expected. Thunderstorms may arrive sometime after 3 pm. High winds are possible between 10 am and 6 pm.

The pollen level today will be medium-high (8.0 out of 12.0) with Juniper, Oak and Maple still being the main producers of pollen. The pollen levels are expected to drop into the medium (5.2 out of 12) range Friday as a period of wet weather passes through the county. Levels are expected to only slightly increase on Saturday, with Sunday and Monday expected to be high pollen days. 9.6 and 10.1 out of 12, respectively.


TONIGHT

Patchy fog possible between 10 pm and 3 am, rain and thunderstorms expected with lows near the mid to upper 50s and winds out of the south. Rainfall amounts between 1 and 2 inches possible. Flooding will be possible in locations with poor drainage.


FRIDAY

Rain, heavy at times, numerous thunderstorms possible with some of them capable of producing torrential rainfall, mostly before noon. Highs near the low to 70s after the rain passes and the cloud cover decreases. Winds from the south before 10 am, then shifting to come out of the west at 5 to 10 mph. Rainfall amounts between a quarter and half an inch possible, more in locations that see multiple thunderstorms.

Prescribed burns planned for the Nantahala National Forest

A prescribed burn in the Nantahala Ranger District

PRESS RELEASE

MURPHY, N.C., March 29, 2016 -- The U.S. Forest Service plans to conduct a 1,700 acre prescribed burn in the Nantahala National Forest on Wednesday, March 30, 2016.

The agency will conduct the burn on the Cheoah District in upper Nantahala Gorge area. The burn is located on the north-west side of Highway 74 in the Nantahala Gorge, between Ledbetter Creek to the west and Mudcut Branch to the east.

The goal of the burns is to reduce the amount of fuel on the forest floor. The burns will also restore fire adapted vegetation and improve wildlife habitat. Click here to learn more about restoring fire to the mountains.

The safety of the public and firefighters is the highest priority during a prescribed burn.

A portion of the Bartram Trail (Tr 67) will be closed during burn operations. Trail closed signs will be posted on both the North and South portions of the Bartram Trail that intersects the burn unit. The public is asked to heed signs posted at trailheads and roads and to stay away from burn areas and closed roads and trails.

Public traveling on Highway 74 may see smoke. Information signs will be posted on Highway 74 at both the east and west entrances of the gorge as well on Highway 28 at Stecoah Gap and at the Almond/Highway 74 intersection. All prescribed burns follow smoke management guidelines to mitigate impacts to the public.

A helicopter will assist in burn operations.

Obey the Sign or Pay the Fine


Readers are reporting an increased law enforcement presence today, including large numbers of NC Highway Patrol Troopers.

This is due to an annual initiative called 'Obey the Sign or Pay the Fine" that has the goal of saving lives and reducing speeds on state roads.


Here is more information from the Governor's Highway Safety Program:

OBEY THE SIGN OR PAY THE FINE

Studies continue to show that speed is a major cause of injury and fatality on North Carolina roadways. In 2015 alone, there were 322 speed-related fatalities and 10,658 speed-related injuries. Speeding was a contributing factor in 23 percent of all fatal crashes in North Carolina.

The National Highway Traffic Safety Administration considers a crash to be speeding-related if the driver was charged with a speeding-related offense, or if the responding officer indicates the driver was either driving too fast for the road conditions at the time or was exceeding the posted speed limit.

A crash on a road with a speed limit of 65 mph or greater is more than twice as likely to result in a fatality than a crash on a road with a speed limit of 45 or 50 mph and nearly five times as likely as a crash on a road with a speed limit of 40 mph or below.

Speeding can have dangerous consequences, including:

•Reducing a driver's ability to negotiate curves or maneuver around obstacles in the roadway
•Extending the distance traveled before a vehicle can stop
•Increasing the distance a vehicle travels while the driver reacts to a hazard
•Increasing the risk of crashes and injuries because other vehicles and pedestrians might not be able to judge distance correctly

In 2015, 88 percent of all speeding-related traffic fatalities in North Carolina occurred on non-interstate roadways – where the posted speed limits were 55 miles per hour or lower. Only 8 percent of the state's speeding-related fatalities occurred on interstate highways that year.

In 2015, speeding was involved in 27 percent of the fatal crashes that occurred in construction or maintenance zones.

Many Americans believe they won't be ticketed if they drive within a "buffer zone" above the posted speed limit. But now, law enforcement will be targeting and ticketing speeding drivers. When it comes to speeding: Obey the Sign or Pay the Fine – the posted speed limit IS THE LAW.

OVERVIEW

A cold front will cross the region today and dry high pressure is expected to build into the region through Sunday. Rainfall chances will then increase as another cold front is expected to approach early on Monday, then dry conditions should prevail through at least Thursday.

LEGISLATIVE CALENDAR

The state legislature is not expected to meet again until April 25, 2016. There are no committee meetings today. Two are schedculed for Monday, the Blue Ribbon Commission to Study the Building and Infrastructure Needs of the State and the House Select Committee on Strategic Transportation Planning and Long Term Funding Solutions. The latter meeting will be held at the Train Depot at 1001 Arendell Street in Morehead City, so there will be no way to monitor their meeting. We will have to trust the Legacy Media to cover it.

Brushfire on Sandwood Drive

A firefighter applying water to put out hotspots


At about 2:48 pm on March 24,. 2016, Franklin Police reported a brush fire on Sandwood Drive with a shed and a residence in danger. Franklin Fire Department and the North Carolina Forest Service were dispatched and Cullasaja and Mountain Valley Fire Departments were sent to provide mutual aid.

Firefighters made quick work of the fire and saved the residence that was in danger.

NC General Assembly Legislative Calendar

State Legislature Building


The state legislature [link] will reconvene on April 25, 2016 at 7 pm when the NC Senate [link] and the NC House [link] are scheduled to begin the short session. The short session meets in even numbered years (usually beginning in May) and typically last six weeks or so. The long sessions are mandated by statute to begin in odd numbered years on the second Wednesday in January. These sessions typically last six months or so.

I have posted the calendar of scheduled legislative activity along with links to where you can listen online to our state legislators as they go about their tasks. I plan on listening and recording what I can, so be sure to check back later today and see what audio I've managed to upload.



I previously recommended Voter Radio as a good source of audio from the state legislature. Sadly, Voter Radio is no longer in the business of passing along full and complete audio of the state legislature. 

If you know of someone who is recording and archiving the meetings of the NC Senate and various committees, please let me know. The NC House is currently the only body that posts it's own audio. [LINK]

OVERVIEW

It will remain dry and warm in the region today. A cold front will bring increased chances of rain on Thursday and Thursday night, then dry high pressure is expected to return on Friday, lingering through Saturday with another low pressure will arrive on Sunday, bringing moisture and increased chances of rain into the region.

HAZARDS

A Freeze Advisory is in effect for Macon County until 9 am today. Frost is expected to be widespread. The National Weather Service has also issued a Special Weather Statement regarding increased fire danger from 9 am this morning until 9 pm tonight. Please use extreme caution if you do burn. Please consider putting off any burning until another time.

Unless the Forest Service cancels, they have scheduled a prescribed burn in the Nantahala Gorge today. The plan is to burn about 1,600 acres.
